A possible legal shape

A future stewardship body could support care and coordination. It could not become a private government.

Any legal shape would need Albanian counsel, clear accountability, and respect for property, planning, environmental, heritage, and public-law responsibilities.

A possible voluntary form

An ordinary nonprofit may be one path for public-interest work, subject to Albanian legal review and registration.

No substitution

Public decisions stay public

Municipal, national, cadastral, planning, environmental, heritage, and judicial powers remain with the lawful institutions that hold them.

No project claimed

Future projects stay separate

Any future proposal would need its own lawful owners, review, public process, and approvals. Zana would not make those decisions.

Questions worth testing

A useful reviewer can help make the unknowns smaller.

The idea should improve when someone identifies a gap, challenges an assumption, or explains why a path would not work.

Who decides?

Which public body owns each decision, consultation, approval, record, and enforcement path?

What must be protected?

Which water, landscape, biodiversity, heritage, archaeology, and UNESCO responsibilities apply?

Who owns and uses the land?

What is private, what is public, which rights exist, and how should access be understood?

Who is heard?

Who is affected, how can they participate, what could they influence, and where can they raise a concern?
