Legal shape and responsibility
What could Zana responsibly become, if people decide it is useful?
Early legal research considers whether a voluntary public-interest organization could support care and participation without claiming powers that belong to public authorities.

A Zana organization could not grant land, issue permits, approve plans, award public benefits, or take over public decisions.
